The Promenade in Santa Monica, CA is three city blocks of restaurants, bars and stores that are blocked off from car traffic. Despite its enduring popularity, many believed that the street was in need of reinvention. But just as an ambitious new plan was taking shape, the pandemic stopped it in its tracks. Ultimately, the pandemic accelerated some changes and put a hold on others.
